C2, Planning, and Leadership (C2)

Adapting command and control procedures to environments constrained by time and resources. From the individual leadership of non-commissioned officers to the comprehensive operational planning by battalion and brigade staffs.

Combat Reality

Classical planning doctrines often assume air superiority, secure communications, and ample preparation time. In the reality of modern, high-intensity conflict, staffs must execute the Military Decision Making Process (MDMP) and small-unit commanders must apply Troop Leading Procedures (TLP) under extreme pressure, severe resource constraints, and continuous enemy monitoring. Officers and NCOs require practical tools to adapt standard procedures to the realities of asymmetric warfare.

Training Focus

This capability development programme prepares the next generation of military leaders to act decisively where theory meets the friction of combat. The military school develops skills in applying MDMP and TLP, conducting combat simulation (war-gaming), and utilizing digital situational awareness systems. The focus is on preparing cohesive staffs and developing an empowered NCO corps capable of effectively planning operations, synchronising unit actions, and executing decentralised mission command.

Military Decision Making Process (MDMP)

Duration10 days / 57 hours
Target AudienceCommanders, chiefs of staff, deputies, S-structure officers
Course Goal

The dynamic multi-domain combat environment requires battalion and brigade staffs to conduct rapid and sound planning of joint operations. This capability development programme prepares command and staff officers to apply the Military Decision Making Process (MDMP). Military personnel master the algorithms of mission analysis, the development and comparison of courses of action through combat simulation (war-gaming), and the preparation of graphical combat documents. Graduates are capable of independently conducting mission planning, synchronising the actions of support units, and producing operation orders while integrating standard lessons learned procedures.
